Increase Download Speed In Utorrent?

I get a speed of 12KBps speed in utorrent. My Utorrent Configuration is :

Port no- 11365

UPnP -enabled

NatPmP-Enabled

Global number of connections- 25

Maximum number of connected peers per torrent-100

No.of upload slots-3

Outgoing Encryption-Enabled

(My max.download speed is 109kbps according to a speed test.)

I already use TCP/IP optimizer

Capitalization of KBps and kbps are exact.

Can I increase my download speed.

Sometimes it just varies. I once had a file move at 2KBps for about 2 hours. It was a large file, so it was very agonizing. I come back later and it was at 600KBps. Sometimes these torrents become a bit sassy, and don't want to work with you.
