Are you asking about someone exposing themselves to a person with Down syndrome, or how to deal with a person with Down syndrome exposing themselves to others?

No one should be allowed to behave in an inappropriate manner.  How will a person learn what is correct and appropriate behavior if they are never taught?  Simply ignoring is not a responsible approach.  Positive reinforcement usually has the best results and should always be the first method of training.
