Independent agents for insurance?

Ok, I'm planning to buy a 2008 kawasaki ninja 250R and I need insurance quotes to see how much it is going to cost for full coverage. I have techincally no driving record at all. I dont even have a driver's or motorcyclist's license yet! I heard that I should contact an independent agent to get accurate insurance quotes. But where can I find one? Do they cost money? a lot?
