Well ur question should have been "Who was the 1st CM in India", as CM - Chief Minister will be there for a state and the country will have a PM - Prime Minister.

And the first CM in independent India was B.C.Roy, 1950 for Bengal.

And there was no India before independence, as the subcontinent was a group of small kingdoms which were united and called as India by the British.
