India at the Olympics - unfulfilled fetish for medals!!?

Question

What is the single most important reason why India cant be at the top of the medals table?? People blame it on our population, but China has a bigger population than India, and is always amongst the top 5.

Can you answer this in one sentence?

Lack of interest in sports and many people are poor.  The government has other issues to deal with which it thinks are of higher priority. When economic and social problems are solved, maybe then better interest in sports would be taken.

I would go for the fact India has a functioning caste system resulting in a much reduced population pool where athletes can rise up.
