Indian passport file closure?

Question

Due to my stay of less than one year my file has not been cleared after the Police enquiry at my New Delhi Address.

so can i close my file from Delhi office and open it in other location?

to close the file wuts the procedure and is it important for the applicant to come personally or a request letter signed by her will b OK???

and after hou much time i can apply for passport from other location?????

I dont know if there is anyone that we can vote in that will stop it....warning, this WILL change oyur view of our government, or you will run away in denial.
