  1. No, adults do not let the babies make the rules.


  2. I think you are asking if small children can follow rules....infants age 11mths and under would be difficult, but they will get what no means, so say it a lot, when they are doing things wrong. For those over 12 mths, you will be so amazed at what they learn at this age. Repeating things over and over is the key. If you speak to them often, they get it. It may take some time, but it works. I have 15 mth twins, they know what "no" means, they know they can't have sippy cups in the living room, they know we brush our teeth only in the bathroom and don't walk around the house with the tooth brush, they know how to put the books and toys away, when they are fussy I tell them if they keep fussing they will go to bed....all of this they learned by me telling them and reinforcing the rules constantly. It does not happen over night....but they can be disciplined at a young age, I have too or I would go crazy with 2!

  3. It is the parent's responsibility to make the rules and plan the punishments for breaking them.  Letting the children make the rules is a really bad idea.  It is not a parents job to be a child's best friend.....the child has friends or will have.  BE A PARENT.

  4. first you need to learn how to speak .  then maybe your child or children will understand you !!!!!
