  1. In order to adopt a child from overseas, that child's country of origin must have an international adoption program with the adoptive parent's country.

  2. That would depend on the countrie's adoption policies and if you were a memeber of that country or another country. You would have to consult your local child welfare authorities.

  3. A natural disaster wouldn't change a country's policy on adoption.

All international adoptions require that you first apply to the U.S. government for permission to bring a child you have adopted back to the U.S.

In order to do this, you must demonstrate that you have done what has to be done to adopt under the laws of your own homestate, get an FBI clearance, and prove that you can afford to raise a child in the U.S. All of this requires a homestudy, which can take months.

Then you have to qualify under the laws of the country to which you are applying to adopt.

The Tsunami a few years ago had the greatest impact on Indonesia (which does not allow international adoption) Thailand (which does allow international adoption, but has very strict rules under which you can adopt) and India (which also has an international adoption program, but also has a long, involved process.)

This is not something you do on a whim.
