Hi, I already have a driving certificate which is issued in Texas; now I live in California do I need to take the course again?

I think there is no need to take the course once again, you can check out with one of the  California DMV site or http://www.ndsstrafficschool.com/ customer support member by calling 800-990-2813, they will assist you for further proceedings.
