  1. Serbia is not part of the E.U. which means you will have to apply to schools as an international student.  To start, she needs to find a school which she feels is a good fit and then apply for an appropiate program (BA, MA, PhD, etc).  Upon receiving an acceptance from an accredited UK University to a course which requires her residence (i.e. not the Open University) she can then apply for a UK Student visa.  This allows her to come to the UK to study and work up to 20 hours per week during term time, along with giving her full NHS health benefits.  The visa application can be started here:

The international student fees are quite high.  It costs ~ £11,000-£15,000 per year in tuition fees with living expenses on top of that.  If her acceptance to school is not one which carries a funding package, she will have to demonstrate to the UK consulate an appropriate amount of finances to complete her degree.  If it is a 1-year masters program that is ~ £25,000 and a 3-year PhD is £75,000.  The bad thing is that they normally want to see that in raw cash / lines of credit.  They will not accept a job as a guarantee of income.

    Best of luck!
