  3. Here is how The Nature Conservancy defines a bio reserve:

"A bio reserve is a landscape - usually large in size - with naturally functioning ecological processes, and containing outstanding examples of ecosystems, natural communities, and species which are endangered or inadequately protected.

A bio reserve includes core natural areas containing significant biological resources. Long-term protection also requires reasonable insulation from threats. A bio reserve is therefore designed to withstand human pressure through its size and configuration or by accommodating compatible human use."

The first link below provides the entire handbook for The Nature Conservancy's' guide to operating a bioreserve.  It has some sections addressing policy and methods.

UN World Heritage sites and bio reserves drew a good deal of flak in the late 90s and early 2000s for debates over their "ownership".  Be careful of the resources you turn to on the net -- some of the material "looks" education, but supports one view or the other with a pronounced bias.
