  1. If you already have a contract, the hard part is done. If you don't already have employment, check with the consolate. There are usually special exemptions for certain kinds of work. I also have friends that are doctors in Italy.

  2. This is one question many ask, and not only on this board.

    It used to be simple. Walk in with qualifications and often you'd get hired. Nowadays new regulations, mostly the excuse of having to offer mandatory accident insurance to all employees renders the enterprise much tougher.

    Best advice call nearest Italian Consulate, or better yet, visit, and ask about exemptions, which there may well be on account of shortages.

    You never know.
