  1. Ingolstadt (pronounced [ˈɪŋgɔlˌʃtat], Austro-Bavarian: Inglstådt) is a city in the Free State of Bavaria, Germany. It is located along the banks of the Danube River, in the center of Bavaria. As of December 31, 2005 Ingolstadt had 121,801 residents, making it the second largest city in Upper Bavaria after Munich. Ingolstadt is part of the larger Munich Metropolitan Area with a population of more than 6 million.

Ingostadt University is one of the best Universities in Bavaria, Germany, hence you may proceed.

  2. My feeling is that most technical universities in Germany are awesome for mechanical engineering fields.  Is Ingolstadt a technical university, or do they specialize in mechanical engineering?  Same question about Siegen.

And choose whichever appeals to you more - automotive or mechatronics.  But I don't think you can go wrong
