  1. YIKES! You've got your wires crossed in a few places:

    #1: You're in the wrong category. Post your question in: Swimming Pools (Swimming and Diving).

    #2: UNPLUG YOUR POOL TABLE IMMEDIATELY! Call an electrician and/or the pool table manufacturer!

  2. There is probably an under ground electrical cable that isn't properly grounded and is in close proximity to the rail.

  4. Wrong category as you already know, but I would not be using your pool until you get an electrician in to check the wiring for the lights.  This sounds very dangerous and you should get it check immediately and stay out of the pool until this is fixed otherwise you risk being electrocuted.

  5. We all get shocked at the table once in awhile get used to it
