Inguinal hernia and infertility.?

Question

My husband had inguinal hernia repair when he was 5 yrs. old. His doctor told his mother that he would have only a less than 50% chance of having children. I've searched this and cannot find any reason for infertility after this surgery. So, should he be able to have kids or not? Another question is, if the doc did something wrong, then what are the statue of limitations on a lawsuit?
