It will be Rs.7000.

As far as the recommendations of the 6th Pay Commission is concerned,the pay increase will be by 21%.

If it is initially Rs.4000,then an increase of 21% means the income will be increased by Rs.1470.So,he's total income ought to be Rs.5470.

But,the starting fees of any employee,according to the recommendations(as accepted by the Central Govt.) of the 6th Pay Commission should be a minimum of Rs.7000.

So,by default,the Rs.4000 income will be increased to Rs.7000,an increase of Rs.3000.
