  1. An adjuster can not work as a public adjuster and a captive adjuster at the same time.

So, I take that you mean the person had worked for the insurance company and at one time trained the insurance company adjusters but now has left that company and is working as a public adjuster.    If this is the case, this is not a  crime.  Many public adjusters started their careers working for an insurance company.  In exchange for his services, you pay the public adjuster a % of the money that the insurance company pays out. Therefore, the public adjuster has an interest in getting you as much money as possible.

"They stole all the money".... do you mean literally? As in, you did not get any money. If that's the case, file a theft report with your local police department.

If you mean, you did not get as much money as you wanted - then read the contract you signed with the public adjuster.
