Installing usb mouse on windows 98 without 98...

Trying to get a Belkin three button usb mouse to work on my older ibm notebook running windows 98. Windows reports no driver installed for the mouse. I have downloaded several driver files but windows will not read them, just keeps asking for the cd installation disk which I do not have. I bought this laptop used with system installed.The three files it requests are hidclass.sys, hidparse.sys and hidusb.sys. I provided these on floppy but it says "no usable info found" or something to that nature. Am I missing a install file or something that should be on the floppy as well so windows will read those drivers ??thankyoudm
