I don't think that's a great idea.  Especially if you're going to be doing the whole thing (the guy who catches the garter puts it on the girl who catches the bouquet).  I wouldn't mind putting on a garter that someone else was wearing.....but someone else's used underwear....that's disgusting!

would the groom be taking your panties off in front of the whole reception? actually, i think it is a bit tacky... girls already feel  uncomfortable about having a garter put on in front of people.. would they have to put the panties on? I think if you want to do something different and one of a kind at your wedding, youshould do it somewhere else, with dances or food or some other display.. not by throwing panties.. try to maintain some degree of class with a tradtition that already boarders on tacky....
