Insurance License from Utah to California

Question

I have my license here in Utah and understand that it is not transferable to California. I'm planning on taking the California test so I can become an agent in California and would like to get it done while I'm working as a team member in Utah. Can I take the test here in Utah for California? Do I have to be working in California in order to get my California License, In case I want to fly to California to take the test?
