If you get into an accident and have a police report done, but neither party files claims with their insurance company does either party have to worry about their rates going up?

it depends.  your rates wont go up due to a claim if you dont file one.  BUT was anyone cited at the accident?  if you were given a citation, your rates will go up due to points from the citation.
