Insurance company for a non emergency service?

I am starting up a non emergency service and I am wanting to find out what insurance companies would be good to handle the risk.

What kind of non-emergency service?  Please give more info.

None of them will write directly - so you HAVE to use an agent.  You also have to use a LOCAL agent, licensed to do business in your state.  

So go talk to a local, INDEPENDENT agent.  Or post which state.
