Intel Desktop Board D865GBF/D865PERC 865G wont...

i have recently purchased Intel Desktop Board D865GBF/D865PERC 865G.
i believe i have put the front panel pins in properly but it wil not starts. the fan starts for a breif second then stops. im running it on a 235w psu could this be the problem? if not i have no idea what else i can try any advice would be greatly appreciated.
