  1. As per the earlier answer, this will be a call coming in from overseas, possibly from a country that doesn't support Caller Line Identity (CLI) - this is the thing that passes the caller's number through to the display on your phone.

As for running up large phone bills for you, there's nothing to worry about there.  There's no facility on any of the UK landline networks for an incoming call to cost the receiving party - the only exception to this being the 'reverse charge' services which need to be operator connected, having asked permission from the receiving party.

Maybe they're calling to tell you that you've won a prize :-)  Stay sceptical!

  2. It's, obviously, a private call of international origin. Most are telemarketers. Usually local companies but they outsource so everything shows as international. You can't specifically block international incoming calls but if you contact your phone company they can set you up, or tell you how to set up, a block for anonymous (private, blocked or sometimes unavailable) calls.... Generally the only way they eat off your bills is thru a dialup internet connection...

  3. You don't say if this is on mobile or landlaine, either way change your settings so that you can't receive number withheld calls
