Question

what is the officail rules on free drink refills.

Is at as long as you are sitting in the establishment

or as long as it takes to finish the meal

or as long as you are one hundred feet from establishment

or you get one last fill after you finish

or as long as the cup holds liquid.

There are no official rules. The company decides whether to provide free refills and what the limitations are.

This all depends on the establishment, but for most it's if the cup you are using is from the current day.

Depending on the establishment, it is as long as you are in the establishment. Once you leave, you cannot refill.  It is not a never ending drink.
