Why do they disable Local Area Connections when there's an ongoing construction nearby?

  1. They don't. Not as a matter of practice anyway.

    A good admin knows that the most vulnerable physical component of any system is it's Modem / Network card. The thing is more or less sitting open, and those wires can carry WAY more voltage than you want to give to a NIC, SO if your administrator has disabled your physical network during the contruction, he/she is thinking surge protection.

    Also if the guys outside playing with or near phone (or cable) lines, you may lose your DSL (or cable) connection, which will cause your router to hiccup, and may show up looking like you can't get an IP from the LAN
