Invention: GREEN ENERGY, public works project?

I contacted PG&E, I don't want to make $$$ from this, just get it going to make cheap generators people can buy. My idea is to mass produce the windmill using recycled plastic. I think the style that looks like an 'O' with a rod through it vertically would be the best. Attach them to old car alternators/generators (size the windmill accordingly), add a little electronics and done. Alternators are REALLY easy to fix/refurbish so it doesn't require skilled labor. People could even be supplied with just a windmill and the electrics and get their own alternators. How many are sitting in junkyards right now???!!!???
