If I have a good idea where can I go to have it developed?

It's an idea at this stage. You have to develop it or it remains an idea not an invention.

Build a working prototype, or make a good set of engineering drawings, ones that could be used to build a prototype. Then contact a patent attorney.

It's possible to convince a company that your idea is worth developing, and have them do the work, in return for a percentage of the money. But again, you need something more than in idea to convince them.

I could have an idea of how to solve the energy crisis, but no one will believe me unless I had a lot of believable details, like numbers, equations, prices, etc.

If you really believe it works,

patent it, then try to market it

to a companies who can develope it.
