  1. Use a camera.

Scrape off the foam, let it dry, and weigh it.

    Use both, and compare results.

  2. In the industrial laboratory of the company that I worked for before retiring, we investigated the foaming characteristics of a variety of industrial solutions. This was to investigate the defoaming efficiency of defoamers we were producing. This equipment should be easily applicable for your work.

What we did was to use a tank rather like a large fish tank. If I remember correctly the dimensions were approx 1m long, 750mm high and 500mm deep. The tank was filled to a certain level with the liquid under investigation.Say about 100mm. Above the water level we drew on the glass side what was like a graph paper - a block of 1cm squares. We induced foam by agitation or pumping the solution around and causing a foam by falling back into the water in the tank. The volume of foam generated could easily be calculated by the area of the "graph" covered by the foam layer and the horizontal depth of the tank. We recorded this volume for comparison with other solutions because we had a number. We could vary temperature, agitator speed, pumping volume etc etc. in order to get a full picture of the foaming characters of the liquid in question, and in our case, the efficiency in killing the foam with our defoamer products. I hope taht my description is not too difficult to follow.
