Iphone - Does every feature on the iPhone require the data plan (including making phone calls)?

I heard that without a data plan for the iphone, you can run up your bill like crazy even without using the internet type features, like making phone calls. My boyfriend just bought an iphone off of ebay and I want to make sure he doesn't run up his bill because he needs a data plan. Any help would be appreciated!

(Also, he has ATT.... if anyone bought an unlocked iphone and personally knows what data plan is best to purchase and what the lowest cost is, please let me know! He wanted to get around paying the $70 a month plan ATT makes you get with the phone)

Making phone calls uses plan minutes not your data plan. You need a data plan to use internet.

Pretty much ( but not including phone calls ).

He is paying the standard data rates if he doesn't have a plan.  I used something like 107452kb ( about 100MB ) last month.  At AT&T standard rate of .015/kb that would cost me about $1,611.78US... I was only charged $20US.

I definitely would have to recommend the data plan.  LOL
