soldiers are confined to their quarters. As soon as they went to diyala deaths skyrocketed. The $12 billion/months continue to be spent, No matter if the troops do or don't do anything. Do you think the troops should be confined to their bases to minimize the number of monthly deaths?

I think you are very confused young man.  Bush and the US military have never been casualty averse.  The surge which lead to a skyrocketing casualty rate proves that.  The surge also lead to the all time low in July.  The majority of the fighting is now over and the now competent Iraqi military continues to take over the security of the nation.  Soldiers in their quarters is a result of the increasing Iraqi military taking over their security and our forces in reserve as the calvary if needed.  Basra was a Iraqi success and these continue.  The insurgents may still get a few good hits still, but they are meaningless as the war is won and wrapping up.
