Iraq is a member of the United Nations. Let us assume that Iraq was not a member, what reasons would you use to recommend Iraq as a member?

I would also like the following information about Iraq

  1. Currently, Iraq would not pass as a member for the UN.  It does not have a fully functioning government which is one of the requisites for becoming a UN member.  Although the security situation is improving and cultural clashes are deminishing, there are way too many problems to allow this country to be a UN member.  I would liken it to the situation in Palestine.  Their obstacle is having an actual territory, but they have a governemnt.  Iraq has a territory, but doesnt have the government.

  2. During the time of Saddam, Iraq cannot be a member of the UN because of its irresponsible development of nuclear arms.
