Iraq civic participation vs. American civic participation?

Can someone please find for me the percentage of people in Iraq who voted in their election and the percentage of people in America who voted the last election? (With a credible reference)

CNN and Al Jezzera report it at 72% in Iraq.

Keep in mind they don't have a government just an occupation. Also, since all information comes from the US occupation there is no reliability.
