Ireland - When did you last see the "Jarvey", and what is he best known for?

I've heard the reference to the Jarvey being a Leprechaun, but what does he do that makes him famous? - Or, infamous?

I'm from Ireland, and have never heard of this.  I thought a jarvey was a coach driver.
