Irons will not heat properly

2 irons, same problem...will not heat sufficiently to press clothes properly. For example, I use spray starch on dress shirts...have to make many many passes over the section of the shirt that I spray, ie, collar, sleeve...before it begins to press the shirt. Even after many many passes the shirt does not feel like it has been starched at all and often still feels a bit damp from the starch. used a black and decker steam xpress and a sunbeam simple press 3056 iron. both new, both with the same problem
