  1. It all depends on what base you're talking about.

    We're used to base10, where we use the digits from 0 to 9 to represent numbers. Computers are used to base2 where we use only 0 and 1, and base16 where we use 1 through 9 and the letters A through F to represent the numbers 10 through 15.

    That means that 2 in base2 is actually 10.  15 if base2 is 1111 and in base16 it's F.

    So if we come up with a base1, 1 is 1, 2 is 11, 3 is 111, 4 is 1111, and so on.

    The answer always was and always will be 2.

It depends.  If you mean 1 + 1 as a function of addition, the only logical answer (using Earth mathematics) is the quantity "2".  However, if you mean 1 + 1 as two "ones" side by side, then it could potentially be interpreted as 11.  It is also important to determine your friend's age and level of education.  A pre-schooler could possibly interpret "1 + 1" as "11".
