Is 1:18 flat good for the 400M?

That's 78seconds. Boys need to be pretty close to a minute or under to be good. Girls need to be in the low 70s or mid 60s.

That is very below average for a 14 year old. Even in the conditions you mentioned, that would only add about 5 seconds to your time. Even 1:13 is very below average for a boy your age. I run a 1:02, but on Varsity and not a good 400 runner. From experience, you should be running in the upper 60's.

so it just depends on how old u r and if ur a guy or a girl
