It is up to your parents.  I can think of worse things that parents have let their 13-year-olds do.  If she (I am presuming it's a 13-year-old girl) is mature, then it's not that awful.

As long as it doesn't look sluttish, it's ok. But don't go around in shirts where you can show off your belly button, cause that would make it too sluttish and thus diminishing your respect in social hierarchy

im 13 and i would never do it cuz i have this HUGE HUGE phobea of needles *im already getting goosebumps!* buti dont think it is, it can b super dangerous with infections and it hurts like h**l! (my mom has one!) its so embarrasing! she always gets complaments and stuff! so make sure u get ur moms permission, and look up online stuffs u might need!

Not really. When you're younger it looks more cute and less S****y, so, if you can talk you parents into letting you, go for it. (Sadly you have to ask them - it's your body but they own you till you're 18. "Created equal" indeed...)

If you do it, though, be very careful. Follow their care-and-cleaning instructions VERY carefully, and make sure they use actual gold to pierce you. I had a rather nasty experience recently getting pierced with paladium, when it turned out I was allergic to it! (That LOOKS like its infected, but it's NOT, which is weirdly disconcerting both ways.)

I have a friend who had hers done at 13, but her parents gave her persmission. It went all infected tho so I wouldn't recommend it
