Is 15,000 for a 1998 dodge 3500 cummins five speed too much?

Question

It has 140,000 miles on it. It has a brand new full system and a new clutch. There is not a spec of rust on it. I drove it and it runs great with no problems. He said he wouldn't take less than 14 for it but i figured i can take him 13,500 and he would not say no but.

thats a lot of money.  take him 10, and tell him, take it or leave it!!

www.kbb.com Why is the guy selling it? I have a diesel but can't afford to put diesel fuel in it. I run a Ford Ranger  and it prolly gets better gas mileage plus I'm pay close to 80 cents a gallon less for gas.
