Is 15.5x14" tote too big for a personal item for airline travel?

I have a bag (Elizabeth Haub Foundation tote) that is 15 1/2" in height and 14" in width. Would this be too large to be considered a "personal" item for carry-on if I already have a backpack? I've looked around but haven't found anything thus far.

  1. Need another dimension to really advise you.   What is the depth?    If it's just a few inches (5-7), you should be fine.   UNLESS you are traveling on an airline like LAN that allows only one carryon per person.
