Yes, all steel is....but not a great one.  It is a conductor compared to glass or wood, for example.  But metals like copper or silver conduct many many times better than steel.

Yes.  All steels are good electrical conductors (though not as good as silver, copper, platinum, and gold).

Yes, all stainless steels are good electrical conductors. They are however, not better than silver, copper or aluminum. That is why they are not used for wiring industrial power systems or residential houses.
