In most states you have to be 18 to enter any any contract or lease even section 8 leases. Some states make exceptions if you have babies or are legally emancipated but for the most part yes but it would be very hard. The waiting list are long and unless you are in a priorirty category, you might as well give up. meaning unless you are disabled, single parent, homeless, and a few others. you would have to wait until all of those people got housed first.

Nobody should need section 8 at 18. At this age they are still young enough to go to school and learn a skill and get a job.
