Is 190 degrees (F) enough to sanitize my water cup?

The sink at my work has a 'steaming' water dispenser that pours water out at 190 degrees f. Is that enough to kill the germs in my water cup?

140 will kill salmonilla and botullism, 150 for e-coli and most other bacterial pathogens.  160 to 170 will kill most viral and fungal things, so, at 190 you're well within the sanitization of things.
