Is 627 a "fair" credit score?

I'm trying to get one credit card to continue to build my credit and they have different one for different scores so I'm not sure which to apply for.

Sooooo! I looked up a lot of info. First, I want to let you know, the first and second links are my sources - the ones you'll really want to look at to see where/how I got my answer. Second, the links that follow that one have some good info on credit scores. I don't like reading much, and I was "compelled".

Fair Isaac and FICO say that the average credit score is 723.
