Never.  Justice is not justice when there are child molesters on the streets and people go to jail for drugs longer than murder.  In my eyes, there are some serious flaws in the justice system. He should be in a white room with an incessant dripping toilet for the rest of his life.

No, in cases like this I support the death penalty.  A 3 year old doesn't not have full control over that type of thing.  The child is innocent, the parent should be put to death for that.  Even though the death penalty supports "humane" ways of killing someone, I don't always believe that is justified.  

That guy should have his nuts nailed to a tree stump, left with a rusty knife, and the woods around him set on fire. Or he should be quartered.

People please report this kind of people to the police if you know, hear or see anything suspicious around your neighborhood or anywhere you see kids being mistreated.
