  1. What kind of turtle?  Land or water?  Box turtle?  Red Ear Slider turtle?  We need a bit more detail to help you with your question.  Go to your "additional" section and tell us what kind of turtle it is, please.

    If it's a water turtle, then ideally, water temperature would be 75-78 degrees and the basking area 90-95 degrees.

    If it's a land turtle, the temperature will vary by species, so there's no general right temperature.

  2. to warm..75 to 78..they are cold blooded but they need this temp.

    They bask for uo to 10 hrs daily also..

  4. You should be able to look up the optimum temperature range for a specific turtle species.  Some like it hotter than others.  Just make sure there is a temperature gradient within its habitat.  That way it can go to the temperature it prefers.
