Depends on where you live.

I live in a subtropical climate in a humid area.  

This would be considered warm but not HOT.  Hot is mid 30 degree celsius and higher including 40 degrees (104 degree fahrenheit) and beyond with much higher humidity.  In summer the above would be pleasant!

But you get really cold places and this would be stinking hot!!!

The more humid it is outside, the hotter it is gonna feel, it produces something known as a heat index. Low humidity generally means it will feel less stifling than if it were humid.

If theres high humitity then yes it's hot but if theres real low humitity then it's spring time weather.

If you are working in the sun, it is very hot.   If you are sitting at a cafe with some shade it is very pleasant.   It is a good temperature for swimming and water sports.

1. it depends on where you're from and what you're comparing this to. you would LOVE this temperature at noon in Saudi Arabia. but if this is your air-con temperature, you need to get it serviced FAST.

2. it depends on what you're doing. if your pool water was this warm then CONGRATS. if your shooting range was this hot then GOOD LUCK.

Depends on the humidity.  If humidity is high, you will be most comfortable in a tank top and shorts.  If the humidity is low, I find it to be quite comfortable to be in short sleeves and capris...
