Is 98 a good score in TOEFL ibt and if compared to ilets band scores,how many bands have i scored?

It is pretty good. Therefore, each University has requirements accordingly to each section.

Some require 95, other 100, some requiere 20 in speaking, and so.

TOEFL doesn't have a "good", "bad" or "pass" score. It is just a University requirement.

I scored 102.

It is a good score, but nevertheless you should check with your universities of interest whether it satisfies their language requirements. Most unis won't require above 92, again, some require 100. And if you are planning on going to HBS you'll need 113.

There isn't an official score conversion table from IELTS to TOEFL or vise-versa. However, some UK universities tend to use unofficial tables which they 'developed' themselves. Personally, I find them strikingly incompetent, especially for the 92-112 toefl score range. My advice is not to compare your score with IELTS.
