Yes, go back to the early days of baseball when the Yankees used to have their numbers be the same as where they batted in the line-up (e.g. Ruth #3, Gehrig #4), they didn't have anyone on their team with a #99.  There are only 27 players on a baseball roster (not counting the september call-ups), so I believe the numbers in baseball should not be in the 70s, 80s, or 90s.

I always thought Benito Santiago's number of 09 was pretty dumb.  He was a catcher and didn't want the back strap of his chest protector to obscure his number 9 so he started wearing number 09.
