Yes, you can do that.

No, it costs a fortune. You can download a free trial (or download it illeagally) or there are alternatives. Jasc Paint Shop Pro is cheaper, though it isn't as good. There's also GIMP, which is free, but I've never used this so I don't know what you can do on it. Might be worth looking into though.

No it is not free, it is the most expensive photo-editing program available - and as to the other part of your question this has been asked so many time before on this board that I suggest you look back on some of the previous answers

Photoshop is not free, but you can use these free online editors to make bw photos with a splash of color:

Make the photo bw. Repaint over items you in color with color filter.

Duplicate the layer and change it to grayscale Erase items you want to be in the BW layer, so that the color shows through.
